·        Marriage licenses are issued by the Circuit Court Clerk of any city or county in the Commonwealth of Virginia.

·        The Marriage License Application process has been automated in the Clerk's Office.  Application Forms are available on the Public Access Terminals in our Customer Waiting Area.

·        Out-of-state-residents may apply at any Circuit Court Clerk’s Office in the Commonwealth.

 ·        Both parties must be present in order to obtain a marriage license.

 ·        No blood tests or witnesses are required.

 ·        A picture ID and  social security number/DMV control number or visa/passport number are  required.

 ·        The fee for the license is $30.00. Cash, Checks and MasterCard or Visa are acceptable.

 ·        The minimum age is 16 years old for the bride or groom (§20-48) ; however; anyone under the age of 18 must have written, notarized consent from a parent or their legal guardian (§20-49) .

 ·        The Marriage Commissioner is available during business hours to perform the ceremony.  The Commissioner’s fee is $50.00 (cash only).  Marriage Commissioners are Al Cowan and Sally O'Neal.  The telephone number is (757) 664-4175.

 ·        The fee for certified copies of the marriage certificate is $2.50 each.
